I think I found some things! In addition to its federal and regional budgets, Russia has "extrabudgetary funds". SFR = pensions, social, maternity etc FOMS = medical They started 2026 with ~2.28tr rub in cash saved up. 2026 wiped out half of their savings. ~1.14tr rub left.

Verification: look at that link and the values for December 2025. That's Jan-Dec total. Row 2.3 = surplus/deficit of the social&pension fund: -1239.5bn rub Row 4.3 = surplus/deficit of the health fund. +80.7bn Compare with what I found/estimated. I'm within the error.

I think this is it. Russia drained 60% of the liquid assets (cash, accounts etc) from its pension fund in 2025. The Medical Fund reserves grew ~20%. Even more shocking: the social/pension fund had enough to fund LESS THAN A MONTH of its typical payments. The medical fund had ~1.15months. The funds are replenished by social contribution taxes paid by employers on wages, and the federal budget can send them money too. Federal transfers = federal expense = federal deficit. So long as taxes + federal transfers flow in as quickly as benefits are paid out, the funds will roll on. Now that the funds have had ~50% of their cash reserves drained though, the "margin" is gone. They can't repeat 2025's trick of raiding the pension fund cash and keeping that off the federal budget books, without driving the accounts to zero and facing real payment problems. Beautiful.
