2/ The 'Closed Agenda' Telegram channel publishes a video from Bryansk, which has been badly hit by the fuel shortage caused by Ukraine's drone strikes against Russian refineries. The channel is bitterly critical of the Russian authorities: 3/ "To the vast array of systemic difficulties doctors face daily, a reality unthinkable for a civilised country has now been added: emergency services don't have the gas to go and save lives. 4/ "The situation has reached such a point that medics, ready to perform their duties, are being stranded at stations because their service vehicles have empty tanks. A striking and frightening example of this collapse was a video message from a female medic in Bryansk. 5/ "She openly stated that ambulance crews are unable to respond promptly to calls because their vehicles simply have nothing to refuel. 6/ "While dispatchers field emergency calls from seriously ill patients, the vehicles sit idle without fuel, turning emergency services into helpless spectators. 7/ "What's happening in Bryansk clearly demonstrates the depths to which the Russian authorities have brought domestic politics and the social sphere. 8/ "A state that claims to be great and spends colossal budgetary resources on sweeping geopolitical ambitions is demonstrating a complete inability to provide for the basic needs of its citizens—survival. 9/ "Officials have spent years declaring the modernisation of healthcare, but in reality, they've brought the system to a state where human life depends on a few litres of gas in the tank. 10/ "This is a direct result of the country's leadership's failure to manage, which is reallocating resources to anything but genuine support for its own population." In the video, the unnamed medic says: 11/ "Here we go again—it’s the medics’ fault, or anyone’s fault really, except for the people who let things turn into this mess. I’m from Bryansk. I’m telling you straight: we simply don’t have any fuel, you understand? 12/ "It’s not that we’re doing a bad job, or don’t want to go, or have gotten lazy and entitled. An ambulance without gas is just a box on wheels. It won’t move, no matter how much you call or curse down the line. And the worst part is, we still end up being the bad guys. 13/ "We didn’t get there fast enough. The medics are scumbags for arriving late. The medics are monsters for not showing up at all. The medics are murderers. But the fact that we weren’t given fuel—that the vehicles are just sitting idle—nobody seems to care about that. 14/ "And let’s be honest: most calls these days aren’t "I’m dying, save me" situations.
